Ruthie brings to her clients over 15 years of high-level state government experience, including serving as Special Assistant to 2 Maryland governors, as Chief of Staff to former Senate Majority Whip Roger Manno, and substantive work in the Maryland Department of Labor.

 

In her role as a Special Assistant to a Maryland Governor, Ruthie was part of the outreach to foreign shipping line owners and their countries’ leaders. Her role for a Maryland Governor also included outreach to each member of the Maryland legislature.

 

In service to a Baltimore Mayor, Ruthie was assigned to the FEMA structured Office of Emergency Management. Operating under FEMA, and in conjunction with the Baltimore City Police Department, Ruthie staffed the secret operations and command center set up by the Baltimore Office of Emergency Management when Baltimore City hosted the Grand Prix in 2012.

 

During her tenure as Chief of Staff to the State Senate Majority Whip, Ruthie created and directed the legislative agenda. In this position, Ruthie prepared legislative proposals on a wide range of issues including labor and management, tax credits and tax deductions, revenue estimation, toll authorities, and procurement. Ruthie worked with members of the Maryland Senate on both sides of the aisle to guide legislation to passage. As the Majority Whip’s point person to the legislature’s regulatory review committee counsel, Ruthie was responsible for briefing both the Senate and House committee leaders on emergency proposals, for digesting the proposals in lay language, and for formulating policy recommendations. As the liaison with the Spending Affordability Committee counsel, Ruthie advised the Majority Whip on bond debt issuance and state spending limits.

 

Ruthie is a Maryland attorney in good standing; a member of the Maryland State Bar Association and the Baltimore County Bar Association. Ruthie serves on Baltimore County Circuit Court Judge Michael Siri’s diversity committee for the Baltimore County Bar Association, and she provides pro bono legal service through the Maryland Volunteer Lawyers Association, and serves as pro bono legal counsel to NARAL Pro Choice Maryland.
